The way I see it, as a villain, she can’t possibly win. She’s the one that keeps the kingdom going and that’s her biggest threat. The villagers are the main threat. You can’t kill them and they’re too stupid to notice you’re the one who is killing them. She has no reason to win.

The way I see is that she HAS TO. She has a very important role in the story and if you dont play the role, you dont have a chance. The story is built on Isabelle being the villain. She has to play that role, and when she has to play that role, she can make it really easy. If she has to play the role of the main villain, she can cause a lot of damage.
